During their fall 2023 meetings, Councils within the range of the Western Arctic Caribou Herd (WACH) discussed two proposals to reduce the harvest limit from five caribou per day to four caribou per year, only one of which may be a cow (WP24-28/29). These proposals were submitted due to a dramatic decline in the WACH population. Several Councils deferred decision on this proposal to the all-Council meeting, anticipating an opportunity to meet all together to discuss the proposal prior to making recommendations. Given the large range of the WACH and broad impacts of any regulatory changes, this facilitated session is designed to support collaborative decision-making across Council regions.
