Interior and State Departments Consult Before Drafting Regulations to Implement STOP Act

The U.S. Departments of the Interior and State are seeking input from Tribes and the Native Hawaiian Community on the development of regulations to implement the STOP Act. The STOP Act directs Interior, in coordination with the Departments of State, Justice, and Homeland Security, to regulate export of Native American, including Native Hawaiian, cultural items and to facilitate the voluntary repatriation of Native American human remains and cultural items from overseas back to Tribes and Native Hawaiian organizations (NHO) in the United States.

DOI Consults on its Native Hawaiian Community Consultation Policy and Procedures

The Department and its Office of Native Hawaiian Relations are consulting with the Native Hawaiian Community on the Department's policy and procedures for consultation with the Native Hawaiian Community by any of its bureaus and offices. The policy and procedures are proposed for the Departmental Manual under series 30, Intergovernmental Relations, in a new part 513 as chapters 1 and 2, and will be cited as 513 DM 1 and 513 DM 2, respectively. The comment period has been extended and closes on Wednesday, February 1, 2023.

Native Hawaiian Federal Interagency Working Group MOU Signed

The Native Hawaiian Federal Interagency Working Group (Working Group) was first established in February 2011, with the signing of an MOU between the U.S. Department of the Interior, the U.S. Department of Defense, and the U.S. Advisory Council on Historic Preservation.  In November 2016, a new MOU was executed extending the Working Group’s formal existence to 2021 and adding the Small Business Administration to the group.

Seeking Input on Proposed Amendment to the HHCA

The U.S. Department of the Interior is seeking input regarding Act 173, 2014 Hawaii Session Laws. This state law proposes to amend the Hawaiian Homes Commission Act of 1920 (HHCA) by permitting the State of Hawaii Department of Hawaiian Home Lands (DHHL) to lease by direct negotiation and at fair market rents, and for a term not to exceed five years, any improvements on Hawaiian home lands, or portions thereof, that are owned or controlled by the DHHL.

Office of Native Hawaiian Relations Releases Native Hawaiian Community Guide to Federal Programs and Services

The U.S. Department of the Interior’s Office of Native Hawaiian Relations released the new Native Hawaiian Community Guide to Federal Programs and Services.  The guide identifies Federal program and grant opportunities in health, housing, education, and labor for which members of the Native Hawaiian Community and Native Hawaiian organizations may apply.
