Principal Program Areas of the Regional Offices

National Environmental Policy Act (NEPA)
Regional offices support Bureau NEPA compliance through dissemination of Departmental guidance, review of selected environmental documents, and by providing bureaus with environmental compliance consultation.

Federal Project Reviews
Regional offices coordinate the Department's technical and policy reviews of the environmental and natural and cultural resource aspects of non-Interior projects and proposals through NEPA, Federal Energy Regulatory Commission, and other environmental reviews in their regions.

Oil Spill and Hazardous Substance Releases Preparedness and Response
Each regional office represents the Department on their respective Regional Response Teams (RRTs) and Joint Response Teams (JRTs) and serves as the primary regional point of contact for the EPA and USCG. RRT and JRT memberships are listed on each office’s OEPC webpage. The regional offices coordinate spill/release notifications in their respective regions and collaborate with the ERR Division and the bureaus for reporting of spill/release actions in their regions to the DOI Emergency Operations Center/Watch Office, as needed. The regional offices, along with other DOI bureaus and offices with spill preparedness and emergency response authority (e.g., FWS and BSEE), coordinate the Department’s preparedness activities, such as exercises and area contingency plan review, and support EPA and USCG response activities for emergency response to oil discharges and hazardous substance releases that affect Department trust resources and interests. These include natural and cultural resources, historic properties and lands, and lands and facilities under the Department’s jurisdiction. This work also includes removals at hazardous materials sites under Superfund.

Disaster Response and Recovery
Under the National Response Framework and National Disaster Recovery Framework, regional offices serve as the FEMA regional point-of-contact for natural and cultural resources and historic properties for Emergency Support Function #11 (ESF #11) and the Natural and Cultural Resources Recovery Support Function (NCR RSF). The regional offices assist the Environmental Response and Recovery Division (ERR Division) in coordinating the Department’s and partner agency response and recovery assistance to FEMA for these resources. Coordination includes preparedness actions, such as serving as the primary point of contact in support of the development and implementation of regionally focused exercises both internal to DOI and with external partners at the state, tribe or territory, as well as working during specific events to assist DOI and FEMA in active mission assignments or at the Regional Response Coordination Center (RRCC) in a support role.

Hazardous Materials Management
Regional offices may assist the ERR Division and ECC Division to coordinate and oversee remedial, corrective, and management actions of the Department involving hazardous material responsibilities under a variety of federal and state statutes.

Staff Support to Secretary
Regional offices work with the Director’s Office and Divisions to advise the Secretary, the Assistant Secretary - Policy, Management and Budget, and other top Departmental officials about programs and individual actions affecting natural resources and environmental quality in their respective regions.
