Sea otters were believed to be extinct
in the contiguous United States by
the time protections were enacted in
the early 20th century. The maritime
fur trade of the 18th and 19th centuries
had reduced the original sea
otter population from a probable few
hundred thousand animals, distributed
along the North Pacific coast between
northern Japan and central Baja
California, Mexico, to less than a few
thousand.
