Matthew T. Ballenger

Administrative Judge

Matt Ballenger was appointed to the Interior Board of Land Appeals as an Administrative Judge by the Secretary of the Interior in 2023. Before joining the Board, Administrative Judge Ballenger worked in the Department of the Interior's Office of the Solicitor. He served as Assistant Solicitor for the Branch of Offshore Safety and Enforcement, as well as Deputy Assistant Solicitor for Petroleum and Offshore Resources, counseling the Bureau of Safety and Environmental Enforcement and Bureau of Ocean Energy Management in regulatory compliance, enforcement, litigation, rulemaking, and guidance matters. Administrative Judge Ballenger also served details as an Acting Administrative Judge on the Board and as Acting Associate Solicitor for the Division of Land Resources. Before joining the Department, Administrative Judge Ballenger was a litigation and white collar investigations associate in the Washington, DC office of Hogan Lovells. He is a graduate of the University of Virginia School of Law (Law Review, Order of the Coif) and also received a bachelor of arts with distinction from the University of Virginia.
