Anna T. Katselas

Administrative Judge

Anna T. Katselas earned both a J.D. and a Master of Studies in Environmental Law magna cum laude from Vermont Law School. Following a federal clerkship, Judge Katselas joined the Environment and Natural Resources Division of the U.S. Department of Justice, where she represented the United States in all manner of environmental and natural resources cases at the federal appellate level and argued in all thirteen federal courts of appeals. After eight years, she moved to Austria on a Fulbright grant and earned an LL.M. in International Legal Studies with the highest distinction from the University of Vienna. She then spent three years as an Assistant General Counsel with the U.S. Trade and Development Agency, where she advised senior management and program staff on all aspects of the agency’s program activities in South and Southeast Asia. Missing environmental and natural resources law, Judge Katselas then returned to the Environment and Natural Resources Division and served the United States as a federal appellate litigator for another nine years. She joined the Board in 2024.
