Widely Attended Gatherings (DI-1958)

The DI-1958 form should be used to obtain permission to accept free attendance at a widely attended gathering. Ethics review of these requests ensures that employees remain in compliance with their ethical obligations because free attendance, depending on the circumstances, may be considered a gift under the Standards of Ethical Conduct for Executive Branch Employees.

In summary, an employee who is presenting information at an event generally may accept free attendance at the event on the day of the presentation, if it is provided by the sponsor of the event, because it is not considered a gift to the employee or the agency.  If the event is longer than one day, free attendance for any days on which the employee is not presenting information on behalf of DOI or a bureau, free attendance may be acceptable under the widely attended gathering exception to the gift rules. To qualify for this exception, the employee must seek prior approval at least five business days before the event.
