The International Affairs Team at the U.S. Institute for Peace

Office of International Affairs

• Karen Senhadji is the Director of the Office of International Affairs (INT) at the U.S. Department of the Interior (DOI), and leads the three divisions of the office in facilitating, supporting, and coordinating DOI international activities to advance DOI’s mission and support complementary U.S. foreign policy priorities.
• Larry Sperling is a Senior Advisor for the Office of International Affairs, and supports the Director and the Divisions of the office on priority issues such as climate change and biodiversity conservation.

International Relations Division

• David Downes leads the International Relations Division in the Office of International Affairs (INT), which coordinates and represents the Department on cross-cutting international issues as well as bilateral and multilateral cooperation with foreign countries and international institutions. 
• Ryan Close is an International Relations Specialist covering issues relating to Canada, Europe, the Arctic, and Antarctica.
• Brooke Hobbie is an International Relations Specialist covering issues relating to the Middle East and the Asia Pacific, international institutions, and cross-cutting issues, such as trade policy.
• Jenn Dasilva is an International Relations Specialist covering issues relating to Latin America and the Caribbean, and Africa.

Passports Division

• Tiffany Cephas is a certified Passport agent who processes all official passport requests and renewals for bureau international travelers as well as visa requests.
• Crystal Franklin is a certified Passport agent who processes all official passport requests and renewals for bureau international travelers as well as visa requests.

Technical Assistance Division

Barbara Pitkin is the Chief of the INT Technical Assistance Division and manages the Department’s International Technical Assistance Program (DOI-ITAP).

• Latin America and the Caribbean
  • Cynthia Perera is the Deputy Chief of the Technical Assistance Division and the Team Lead for DOI-ITAP’s Latin America and the Caribbean portfolio and DOI-ITAP's Communiations Program.
  • Christina Kish is a Senior Project Manager for DOI-ITAP's Latin America and the Caribbean portfolio.
  • Mariam Tahir is a Project Manager for DOI-ITAP's Latin American and the Caribbean portfolio and DOI-ITAP's Communications Program.
  • Sarah Fanelli is a Project Manager for DOI-ITAP's Latin American and the Caribbean portfolio.
  • Juan Diego Hernandez is an Assistant Project Manager for DOI-ITAP's Latin American and the Caribbean portfolio.
     
• Africa and Europe
  • Ethan Taylor is the Team Lead for DOI-ITAP's Africa and Europe portfolio. 
  • ​Patricia Bickley is a Senior Project Manager for DOI-ITAP's Africa and Europe portfolio. 
  • Elizabeth Goffi is a Project Manager for DOI-ITAP's Africa and Europe portfolio.

• Asia and Pacific Islands and the Arctic
  • Jason Riley is the Team Lead and a Senior Project Manager for DOI-ITAP’s Asia and Pacific Islands and the Arctic portfolio.
  • Claire Shields is a Project Manager for DOI-ITAP's Asia and Pacific Islands and the Arctic portfolio.
  • Julia Welch is an Assistant Project Manager for DOI-ITAP's Asia and Pacific Islands and the Arctic portfolio. 
  • Kimberly Crisafi is a Project Manager for DOI-ITAP's Asia and Pacific Islands and the Arctic portfolio and Budget Program.

 

• Energy and Middle East 
  • Colleen Castle is the Team Lead for DOI-ITAP’s Energy and Middle East portfolios. 
  • Olivia Sierra is a Senior Project Manager for DOI-ITAP’s cross-regional energy initiatives.
  • Kossivi Amegan is a Project Manager for DOI-ITAP, providing support across the portfolio with an emphasis on DOI-ITAP’s work in Morocco.
  • Nicholas Bruscato is a Project Manager for DOI-ITAP's Energy and Middle East portfolios.
