Office of Small and Disadvantaged Business Utilization

This Departmental Manual Release updates the functional statement for the Office of Small and Disadvantaged Business Utilization (OSDBU) (112 DM 20).  The revisions incorporate the changes authorized in Secretary’s Order 3295, dated January 7, 2010, and its amendment, Realignment and Restructuring of the Office of the Assistant Secretary – Policy, Management and Budget, and include the following: - Updating the functional description of OSDBU to include the responsibility for Service Disabled Veteran Owned Small Business Program and Minority Serving Institutions. - Updating the terminology to reflect that Business Utilization and Development Specialists are now referred to as Small Business Specialists.   - Updating and expanding the functional description to clarify responsibilities for goal formulation and accountability, counseling, policy development and implementation, training, and data collection and analysis. - Updating the chapter to reflect the title change of the Deputy Assistant Secretary from Deputy Assistant Secretary – Budget and Business Management to Deputy Assistant Secretary – Budget, Finance, Performance, and Acquisition.
