This Departmental Manual Release updates 441 DM 5 - Suitability and Security Screening and Adjudication.  The policy is updated to incorporate the whistleblower protections afforded by Presidential Policy Directive/PPD-19, "Protecting Whistleblowers with Access to Classified Information," dated October 10, 2012.  The requirements in PPD-19 include:

-- Enhancing protections for employees eligible for access to classified information who report waste, fraud, and abuse while protecting classified national security information.

-- Prohibiting retaliation against employees for such reporting.

-- Requiring the head of each agency in possession of classified information to establish a process for reviewing alleged whistleblower reprisal actions as outlined in Section B of PPD-19.
