OIA to Begin Report on Guam Infrastructure Needs

WASHINGTON, D.C. – This week, senior staff from Assistant Secretary Tony Babauta's Office of Insular Affairs (OIA) will be on-island to begin preparations for a report that would detail the infrastructure improvements needed to directly and indirectly support and sustain the military build-up.

The Ike Skelton National Defense Authorization Act for Fiscal Year 2011(NDAA), provides for the Secretary of the Interior to issue the report, assessing Guam's capital infrastructure needs as they relate to the military build-up.

Ms. Kristen Oleyte, Senior Policy Advisor and Mr. Stephen Sander, Director of Congressional and Legislative Affairs, will be on Guam this week meeting with appropriate personnel from the Consolidated Commission on Utilities, members of Governor Calvo's Administration and other Guam agencies and legislators with authority and oversight over civilian infrastructure.

"Congresswoman Madeleine Bordallo has been a strong advocate in protecting Guam's interest in Congress. The work we are beginning is a direct result of her effort in the passage of the Ike Skelton National Defense Authorization Act. Through her active commitment, our hope at Interior is to begin moving forward with a report that accordingly identifies Guam's local infrastructure needs. I hope the report will provide the Congress with a sense of both the needs on Guam and the priorities identified by Governor Calvo's Administration," said Babauta.
