Melvin Capers

Melvin Capers is Deputy Director of AVSO’s Operations Division. In this role, Melvin oversees the execution of all business and administrative functions for AVSO. He supervises a staff responsible for administrative policy development, program management, budget and financial management, contracting oversight, property management, and space management. Melvin is also responsible for creating and managing cooperative agreements, interagency or interoffice agreements, and external agreements between AVSO and other parties.

Melvin joined AVSO in 2011 as a management analyst responsible for reconciling the organization’s budget transactions. He has risen in rank throughout the years as Supervisor, Budget and Finance Office; Supervisor, Business Service Office; and Deputy Director, Business Services. Melvin is a champion of diversity, equity, and inclusion and demonstrates this in every interaction he has throughout the Department and other agencies.

Melvin is a certified coach, speaker, and trainer through the John C. Maxwell program and a graduate of Cornell University's Diversity, Equity, and Inclusion Certification Program. He is also an Excellence in Government fellow, and a certified International Coaching Federation (ICF) executive coach. Melvin has a bachelor’s degree in Business Administration and a master’s degree in Human Resources Management.

Throughout his entire 30 plus years of active-duty service in the U.S. Air Force and as a federal civil servant, Melvin’s modus operandi has had one focus—help others achieve excellence.
