Office of Human Capital

This Departmental Manual Release (112 DM 15) updates the functional description for the Office of Human Capital. Changes to the chapter include the following:
1) A Senior Advisor position is added to assist the Director, Office of Human Capital.
2) References to the title "Office of Human Resources" are updated to reflect the name change to: Office of Human Capital that was approved in the update to 370 DM 430, Release #4085, dated October 1, 2018.
3) The Accountability Division is renamed Strategic Human Capital Planning and Evaluation
Division.
4) The functions of the Veterans and Disabled Employment Division and the Talent and Retention
Programs Division are reorganized and consolidated into the new Strategic Talent Management
Division.
5) The Human Resources System Division is renamed Human Resource Information Systems and
Analytics Division.
6) The Servicing Office of Workers Compensation Program, Accountability and Retirement (SOAR)
Team is renamed Workers Compensation Team. It is rebranded to provide advisory services,
compliance oversight, and policy development. The operations functions of SOAR are transferred to
the Bureaus.
7) No changes were made to the Executive Resources Division.
