Chapter 2: PROCUREMENT CONTRACTS, GRANT AGREEMENTS & COOPERATIVE AGREEMENTS

This Departmental Manual Release updates 505 DM 2 and 507 DM 1 as follows:

505 DM 2  -  Updates existing coverage on the use of procurement contracts, grant agreements, and cooperative agreements to incorporate P.L. 106-107 and Grants.gov requirements and processes.  It also incorporates an audit recommendation related to a finding of non-compliance contained in the Fiscal Year 2004 Department of the Interior Performance and Accountability Report (PAR).  As recommended in the PAR, 505 DM 2.11D describes bureau/office financial assistance program responsibility for accessing the Federal Audit Clearinghouse website to verify submission of single audits reports, and the clearinghouse's responsibility under OMB Circular A-133 to follow up with known auditees that have not submitted the data collection forms and reporting packages.  

507 DM 1  -  Revises the Departmental policies and procedures to implement Office of Management and Budget (OMB) Circular A-89 (revised).  The updated policy incorporates all of the revisions to the Catalog of Federal Domestic Assistance (CFDA) since it was last revised in 1996 including establishment of the CFDA and Grants.gov websites, as well as real time CFDA program descriptions.
